The regulations stipulate that the maximum penalty for urban construction disturbance is 50000 yuan, requiring mandatory installation of monitoring equipment for key pollutant discharge units and monitoring networking with local environmental protection authorities.
According to the introduction, the newly revised Regulations of the Xinjiang Uygur Autonomous Region on Environmental Protection stipulates that construction in urban areas or residential areas that do not meet the noise emission standards for the boundary of construction sites will be ordered to correct by the administrative department of environmental protection of the people's government at or above the county level, and may be fined between 10000 yuan and 50000 yuan. Those who do not correct within the time limit will be ordered to stop production for rectification; Throwing and scattering of bulk materials, construction waste and muck shall be subject to a fine of not less than 5000 yuan but not more than 20000 yuan.
It is understood that the Regulations also stipulate that construction operations that generate noise pollution shall not be carried out in urban residential areas, hospitals and other areas from 0:00 to 8:00 Beijing time; If continuous operation is necessary due to emergency rescue and repair last night, production process requirements or special needs, it shall be reported to the administrative department of environmental protection of the local county (city) people's government for approval and announced within a certain range. During the period of the senior high school entrance examination and the college entrance examination, no activities that produce or may produce noise pollution shall be carried out within 200 meters around the examination site. Those who violate the above provisions shall be ordered by the administrative department of environmental protection of the people's government at or above the county level to make corrections and be fined not less than 2000 yuan but not more than 20000 yuan.
The newly revised Regulation also clearly requires that the state and key pollutant discharge units in Xinjiang should install automatic monitoring equipment for pollutant discharge, network with the monitoring equipment of the environmental protection administrative department, and ensure the normal operation of the automatic monitoring equipment. The storage period of original monitoring records of automatic monitoring equipment for pollutant discharge shall not be less than one year. Without the consent of the competent administrative department of environmental protection, it is not allowed to dismantle, idle, change or damage the automatic monitoring equipment for pollutant discharge. Those who violate the above provisions will be ordered to make corrections, and those who do not make corrections within the time limit will be fined not less than 10000 yuan but not more than 100000 yuan.
