Four suggestions to improve the rural environment

In view of the problem of "dirty, disorderly and poor" in the vast rural areas, Shi Shouling, a member of the committee, put forward four suggestions in the Proposal on Rural Environment and Sanitation Governance in Hebei Province: comprehensively improve environmental sanitation, focusing on rural areas, strengthen rural infrastructure and construction, and strive to significantly improve the current rural sanitation in a relatively short time to narrow the gap between urban and rural environmental sanitation. With the establishment of health villages as the carrier, promote the centralized clearing and transportation of rural garbage, and comprehensively establish a long-term mechanism for rural environmental sanitation. Focusing on the implementation of the garbage cleaning, collection and grading treatment mode of "household cleaning, village gathering, town (township) transportation and county treatment", we will achieve full coverage of rural garbage and sanitation. The rural environmental sanitation work is combined with the implementation of the project of enriching the people with ecological homes, promoting the use of clean energy such as biogas and straw gas, and developing circular agriculture. Carry out environmental quality monitoring and evaluation of agricultural product bases, and increase efforts to deal with agricultural pollution accidents. We will effectively strengthen the control of agricultural non-point source pollution, formulate a plan for the control of livestock manure pollution, reduce fertilizer, pesticide and livestock manure pollution, and ensure the safety of the agricultural production environment and the quality of agricultural products.

Five measures to implement the committee's proposal

As for the proposal of Shi Shouling, the Provincial Environmental Protection Department has carried out a special study with the Provincial Department of Agriculture, the Provincial Department of Housing and Urban Rural Development, the Provincial Ministry of Agriculture and Industry and other relevant departments. The provincial environmental protection department said that our province will take the comprehensive improvement of rural environment as the starting point, strictly control all kinds of rural pollution, and ensure the safety of farmers' drinking water environment.

Strengthen the implementation of the progress of the "100 townships and 1000 villages" action plan to ensure the effectiveness of governance.

Carry out investigation on rural drinking water sources throughout the province, delimit rural drinking water source protection areas, resolutely ban sewage outlets in the water source protection areas according to law, and prohibit toxic and harmful substances from entering the drinking water source protection areas.

Through special actions, ecological supervision, daily inspection and other means, we will strictly control the resurgence of "fifteen small" enterprises in rural areas.

We will strengthen the construction of rural cleaning projects and promote the comprehensive improvement of the rural environment. In 2011, 10 new rural cleaning project demonstration villages were built in the province, fully realizing "clean water source, clean countryside, clean homes, and resource utilization of rural waste". The Department of Agriculture has organized 100000 household (multi household) biogas construction, 70000 household straw briquetting cooking heating and coal replacement projects, 14000 household straw briquetting cooking heating stoves, and 500 small-scale biogas projects in breeding communities.

We will intensify patriotic health work in rural areas, remove all kinds of accumulated garbage, level roads, dredge ditches, clear firewood piles, dung piles, and ponds, do a good job of household and courtyard sanitation, and organize the implementation of 130000 toilets in rural areas.
