Yesterday, the State Council released the 12th Five Year Plan for Controlling Greenhouse Gas Emissions.

The Plan proposes a preset target of reducing carbon dioxide emissions per unit of GDP by 17% by 2015 compared with 2010. It also specifies that China will build a policy system to deal with climate change during the "12th Five Year Plan" period, actively promote energy conservation and emission reduction measures such as increasing forest carbon sinks and carrying out carbon emissions trading pilots, and set specific expectations.
Multi party policy support pilot

The Plan points out that during the 12th Five Year Plan period, China will significantly reduce carbon dioxide emissions per unit of GDP. By 2015, the carbon dioxide emissions per unit of GDP in China will be 17% lower than that in 2010. Achievements have been made in controlling carbon dioxide emissions from non energy activities and greenhouse gas emissions such as methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulfur hexafluoride.

In order to achieve the above goals, China will comprehensively apply a variety of control measures. At the same time, it will also study and formulate supporting policies in finance, taxation, finance, investment, price, industry and other aspects to support the pilot project, so as to form an overall joint force to support the pilot project.

For the two energy conservation and emission reduction measures commonly adopted by countries around the world, namely, increasing forest carbon sink and carrying out carbon emission trading. The Plan specifies that during the "12th Five Year Plan" period, China will strive to increase carbon sink, increase forest area by 12.5 million hectares, increase forest coverage to 21.66% in 2015, and increase forest stock by 600 million cubic meters. China will actively increase carbon sink of farmland, grassland and other ecosystems; Strengthen the restoration of coastal wetlands, actively explore the use of algae, shellfish, corals and other marine organisms for carbon sequestration in combination with marine economic development and coastal zone protection, and carry out pilot projects according to natural conditions; Carry out carbon capture pilot projects in thermal power, coal chemical industry, cement and steel industries, and build carbon dioxide capture, oil displacement and storage integration demonstration projects.

Explore the establishment of carbon emission trading market

According to the Plan, the National Development and Reform Commission announced yesterday that seven provinces and cities will be among the first to pilot carbon emission trading, develop corresponding regulations and management methods, study and propose a greenhouse gas emission rights distribution scheme, and gradually form a regional carbon emission rights trading system, Strengthen the construction of carbon emission trading support system, and formulate the overall plan for the construction of China's carbon emission trading market.

In addition, the Plan also proposes a variety of control measures and quantitative objectives. In terms of adjusting the industrial structure, we will intensify efforts to eliminate backward production capacity, accelerate the use of high-tech and advanced practical technology to transform and upgrade traditional industries, vigorously develop the service industry and strategic emerging industries, and increase the added value of the service industry and strategic emerging industries to about 47% and 8% of GDP by 2015.

The Plan proposes to strengthen energy conservation in industries, buildings, transportation, public institutions and other fields, and accelerate the development, promotion and application of energy conservation technologies in promoting energy conservation and consumption reduction technologies. Actively develop low-carbon energy and increase the proportion of non fossil energy. By 2015, the proportion of non fossil energy in primary energy consumption will reach 11.4%. In terms of carrying out low-carbon development pilot projects, it is proposed that each pilot area will prepare low-carbon development plans in the future, actively explore low-carbon development models with local characteristics, and take the lead in forming policy systems and institutional mechanisms conducive to low-carbon development. Thereafter, it will be gradually extended to high-tech development zones, economic and technological development zones and other industrial parks, communities, businesses and low-carbon products.

The first batch of pilot carbon emission trading in 7 provinces and cities

Yesterday, the National Development and Reform Commission announced that Beijing, Tianjin, Shanghai, Chongqing, Guangdong, Hubei and Shenzhen have been approved to carry out the pilot work of carbon emissions trading, gradually establish a domestic carbon emissions trading market, and achieve the 2020 action goal of controlling greenhouse gas emissions at a lower cost.

Climate change is a global issue of general concern to the international community. Countries generally take measures to reduce greenhouse gas emissions and increase carbon sinks in accordance with the principle of common but differentiated responsibilities and their own national conditions and development levels. Recently, the National Development and Reform Commission has issued a document requiring all pilot regions to attach great importance to the pilot work of carbon emissions trading, arrange special funds for the pilot work, and promptly organize the preparation of the pilot implementation plan of carbon emissions trading. The National Development and Reform Commission also requires pilot regions to study and develop pilot management measures for carbon emissions trading, clarify the basic rules of the pilot, calculate and determine the total greenhouse gas emission control target in the region, study and develop the allocation scheme of greenhouse gas emission indicators, establish a regulatory system and registration system for carbon emissions trading in the region, and cultivate and build a trading platform, We will do a good job in building a supporting system for carbon emission trading pilots to ensure the smooth progress of the pilot work.
